Quick note on the WhatsApp proposal I sent. I did not mean to go past either of
you - honestly I did not think much of it at the time, it looked like a small
practical fix.

It only clicked when I was back in the SWOT documents: this sits under the
communication priority and I should have discussed it with you first.
